A RRV visa is granted if the applicant has been in Australia for 2 years in the last five years. The period(s) of stay are cumulative, they do not need to be "at a stretch".
If you do not comply with this requirement, then a special and very detailed submission needs to be nade to Dept of Immigration outlining your "ties" to Australia - business, family, employment, cultural, etc. 

Resident Return visa allows a current or former Australian permanent resident, or former Australian citizen, to return to Australia as a permanent resident after travelling abroad.

Note: Current or former Australian permanent residents are also entitled to apply for Australian citizenship.
